Fastening animals to trees; impounding

  1. No person shall fasten any horse or other animal to any hydrant, tree, or to any box or case around a tree, on any street or public ground except at a place designated for the hitching of horses or other animals.
  2. Any police officer or other authorized person may impound the animal so fastened until any penalty as may be provided and any expenses reasonably incurred in keeping and caring for the animal are paid. If the fine and charges are not paid within seven days, the animal shall be deemed a stray and treated as provided for in §§ 91.20 through 91.24
